The Quarterly "e-Finanse", number 1/2006

Dear Reader,
It’s my pleasure to present you with the first 2006 issue of our quarterly. To start with, I’d encourage you to read two articles on the same issue – capital market efficiency. Two articles, two different opinions. The first, by Dr. Robert Ślepaczuk, is a presentation supporting the hypothesis of market efficiency in financial theory along with a penetrating review of studies done on this topic to date. The second article, by Dr. Mieczysław Kowerski, is an interesting example of value added to collective empiric principles established on this very same issue. The manner in which these two articles complement each other is valuable in itself. In this issue you’ll also find (of extreme relevance given Polish realities) a contribution to the discussion on the topic of healthcare financing (by Dr Małgorzata Paszkowska). Financing is also the subject of an article by Marta Czyżewska, M.A., on venture capital/private equity funds, which play a growing role in supporting new businesses and innovation throughout the economy.

I’d also like to announce some changes we’ve implemented. Beginning with this issue, ‘e-finance’ will be available in both Polish and English. We’ve decided that some articles will only be in English. In this issue you’ll find two such articles: “Investment Funds in Poland and the USA – Selected Aspects” (Tomasz Koźliński, M.S. and Dorota Krupa, M.A.) and “Small and Medium Enterprises – Selected Issues” (Łukasz Uruski). The latter is an example of further changes in our structure. We’ve decided to present the results of good work by students as well. The article by Uruski is the first example of such.
Finally, I’d like to encourage you to vote for the best article published last year. We’d like to reward the author of the best work, while at the same time encouraging in particular young academics to publish their works in “e-Finance”.

I hope you’ll enjoy your reading.

Dr Andrzej Cwynar
Deputy Head Editor “e-Finance”
